Short answer: there is no single best city — pick by 3 filters
Most NRI retirees use 3 of the 6 filters below to narrow to 2-3 cities, then visit each for 2-4 weeks. The most common winning combination is cost + NRI community + healthcare — the cities that pass all 3 are Pune, Coimbatore, Bengaluru, and parts of Hyderabad. Goa wins on climate + lifestyle + cost but loses on healthcare. Kerala wins on community + palliative care + cost but loses on climate. Use the comparison table below to make your first cut.
10-city comparison (2026 data)
Numbers are 2026 averages for a 2-3 BHK independent home rental + 2-person household + senior citizen health insurance. Cost of living includes rent, utilities, groceries, dining, transport, and insurance but not senior living community or property purchase.
| City | Monthly cost of living (INR) | Climate | Tertiary healthcare | NRI community density | Airport | English friendliness | Best for |
|---|---|---|---|---|---|---|---|
| Pune | 80,000 – 1,40,000 | Cool Nov-Feb, hot Mar-May, monsoon Jun-Sep. Low humidity. | Excellent (Ruby Hall, Jehangir, Aditya Birla, Sahyadri, Deenanath Mangeshkar) | Very high (Marathi NRI diaspora) | PNQ — 2 international + 6 domestic routes | High | Family + NRI community + healthcare. Default choice for most NRIs. |
| Coimbatore | 50,000 – 90,000 | Best-in-India. Year-round 24-32°C, low humidity, no extreme heat. | Very good (KG Hospital, G. Kuppuswamy Naidu Memorial, Sri Ramakrishna, PSG, Kovai Medical) | High (Kongu Tamil NRI diaspora in US / UK / Singapore / Australia) | CJB — limited international, 1-stop via BLR or BOM | Moderate | Cost-sensitive, climate-priority, large NRI community, senior living communities. |
| Bengaluru | 1,20,000 – 2,50,000 | Pleasant year-round (20-30°C) but high humidity in monsoon. | Best-in-India (Mazumdar Shaw, Narayana, Apollo, Fortis, Manipal, Aster, Sri Jayadeva) | High (Kannadiga NRI diaspora + IT professional diaspora) | BLR — major international hub, direct flights to US / Europe / Gulf | Very high | Healthcare-heavy retirement (oncology, cardiac, neurology, organ transplant), international connectivity. |
| Hyderabad | 80,000 – 1,60,000 | Hot Mar-Jun (40°C+), mild Dec-Feb. Lower humidity than Chennai. | Very good (Apollo, Yashoda, KIMS, Care, AIG, NIMS) | High (Telugu NRI diaspora in US / UK / Australia / Gulf) | HYD — major international hub | High | Telugu NRI families, large independent homes, good healthcare. |
| Goa | 60,000 – 1,20,000 | Best Oct-Mar. Hot and humid Apr-Sep (some find it too humid). | Moderate (Manipal Goa is good for general, complex cases referred to Mumbai / Bengaluru) | High (Goan NRI diaspora + expat community) | GOI / MOPA — limited international, 1-stop via BOM / BLR | Very high | Climate-priority, lifestyle-driven, healthy 60-70 year olds, English-fluent. |
| Kerala (Kochi / Trivandrum) | 55,000 – 1,00,000 | Hot and humid year-round (24-34°C). Best Dec-Feb. | Good (Amrita Kochi, Aster Medcity, KIMS Trivandrum, Lourdes). Specialty depth limited outside Kochi. | Very high (Malayali NRI diaspora in Gulf / US / UK / Australia — largest of all) | COK / TRV — limited international, 1-stop via BOM / BLR / DXB | High | Malayali NRIs returning home, palliative care, large community. |
| Chennai | 90,000 – 1,80,000 | Hot and humid year-round (25-38°C). Less variation than Bengaluru. | Very good (Apollo, MIOT, Fortis, Sri Ramachandra, Global, Madras Medical Mission) | High (Tamil NRI diaspora in US / Singapore / Gulf) | MAA — major international hub | High | Tamil NRI families, large hospitals, international connectivity. |
| Dehradun | 60,000 – 1,00,000 | Cool year-round (5-35°C). Cold Dec-Jan (some find too cold). Pollution Oct-Jan. | Moderate (AIIMS Rishikesh, Max Dehradun, Himalayan, Doon). Complex cases referred to Delhi. | Moderate (growing NRI community, smaller than Pune / Bengaluru) | DED — limited, 1-stop via DEL (3-hour drive) | High | Climate-priority (cool year-round), North India proximity, hill access. |
| Indore | 50,000 – 90,000 | Hot Mar-Jun (40°C+), pleasant Nov-Feb (15-28°C). | Good (CHL, Apollo, Medanta, Bombay Hospital, SAIMS). Specialty depth growing. | Low (smaller NRI community than other cities) | IDR — limited international, 1-stop via BOM / BLR | High | Lowest-cost large city, clean, central India, growing NRI community. |
| Mysore | 45,000 – 80,000 | Pleasant year-round (18-32°C). Low humidity. | Moderate (Apollo, JSS, KR Hospital). Complex cases referred to Bengaluru (3 hours). | Low (small but established NRI retiree community) | MYQ — limited, 1-stop via BLR (3 hours) | Very high | Yoga / Ayurveda / wellness culture, calm alternative to Bengaluru, low cost. |
Note: "Cost of living" excludes senior living community fees. If you are considering an active senior living or assisted living community, add INR 40,000 – INR 3,50,000 / month to the above. The Desi Return 2026 senior living cost guide has operator-by-operator pricing.
Decision matrix: which city fits which NRI profile
| If you are... | First choice | Second choice | Watch out for |
|---|---|---|---|
| A 60-65 year old in good health, want community + healthcare | Pune | Bengaluru | Cost — both are 1.5-3x Coimbatore |
| 60-70 year old, want low cost + great climate + Tamil NRI community | Coimbatore | Chennai | English-only — limited; Tamil helps |
| Healthcare-heavy (oncology, cardiac, neurology) | Bengaluru | Chennai / Hyderabad | Cost; traffic |
| Malayali NRI returning home | Kerala (home district) | Kochi (if you want city) | Year-round heat + humidity |
| Telugu NRI returning home | Hyderabad | Vijayawada / Guntur (home district) | Summer heat (40°C+) |
| Lifestyle / climate / early retirement | Goa | Coimbatore / Mysore | Healthcare for complex cases |
| Want the absolute lowest cost in a large city | Indore | Mysore | Smaller NRI community |
| Want cool weather year-round + close to Delhi healthcare | Dehradun | Pune (Nov-Feb only) | Pollution Oct-Jan, cold Dec-Jan |
| Want wellness / yoga / Ayurveda culture | Mysore | Kerala (Trivandrum) | Limited tertiary care; plan for Bengaluru referrals |
| Plan to travel internationally frequently | Bengaluru (BLR) | Hyderabad (HYD) / Chennai (MAA) | Direct flights from these hubs are 30-50% cheaper than connecting flights |
Healthcare network: the single most important city filter
Most NRI retirement city mistakes come from under-estimating healthcare access. The right question is not "does the city have good hospitals" but "is there a tertiary multi-specialty hospital within 30 minutes of my home, with a 24x7 cardiac catheterization lab, oncology, and a stroke-ready neurology team?"
City-by-city hospital network summary (2026):
- Bengaluru: Best-in-India depth. Mazumdar Shaw (oncology), Narayana (cardiac), Apollo, Fortis, Manipal, Aster, Sri Jayadeva (cardiac). All within 45 minutes of most central / east / south Bengaluru locations.
- Chennai: Very strong. Apollo, MIOT (orthopedic + cardiac), Fortis, Sri Ramachandra, Global, Madras Medical Mission (cardiac). All within 45 minutes of central Chennai.
- Hyderabad: Very strong. Apollo, Yashoda, KIMS, Care, AIG, NIMS (government). All within 45 minutes of central Hyderabad.
- Pune: Excellent. Ruby Hall, Jehangir, Aditya Birla, Sahyadri, Deenanath Mangeshkar. All within 30-45 minutes of central Pune / Kothrud / Koregaon Park / Baner.
- Coimbatore: Very good. KG Hospital, GKNM, Sri Ramakrishna, PSG, Kovai Medical. All within 30 minutes of RS Puram / Saibaba Colony / Peelamedu.
- Kerala (Kochi): Good. Amrita (AIMS, multi-specialty), Aster Medcity, Lourdes, Rajagiri. Specialty depth limited outside Kochi — Trivandrum has KIMS and Sree Chitra but smaller.
- Goa: Moderate. Manipal Goa is good for general care, but complex oncology, cardiac surgery, and neurology cases get referred to Mumbai (1-hour flight) or Bengaluru (1.5-hour flight).
- Dehradun: Moderate. Max, AIIMS Rishikesh (specialty), Himalayan, Doon. Complex cases referred to Delhi (3-4 hours by road or 1-hour flight).
- Indore: Good and growing. CHL, Apollo, Medanta, Bombay Hospital, SAIMS. Specialty depth growing but still under Pune / Bengaluru.
- Mysore: Moderate. Apollo, JSS, KR Hospital. Complex cases referred to Bengaluru (3 hours by road).
NRI community density (the social fit that nobody else measures)
Most NRI retirees underestimate the importance of community. After 6-12 months in India, the lack of an English-speaking social circle becomes the #1 reason for "social retirement" failure. Density of NRI returnees by city (2026 estimates from inner-circle member surveys):
- Pune: ~5,000+ NRI returnees in city. Koramangala-equivalent is Kothrud / Koregaon Park / Baner. Active NRI meetups via Inner Circle, Pune International Centre, Marathi NRI diaspora orgs.
- Bengaluru: ~15,000+ NRI returnees in city. Koramangala, Indiranagar, Whitefield, Jayanagar, JP Nagar all have dense NRI populations. Active meetups via multiple NRI groups.
- Coimbatore: ~3,000+ NRI returnees in city, but ~25,000+ NRI-connected families in district (Kongu Tamil diaspora). RS Puram, Saibaba Colony, Peelamedu are NRI-dense.
- Hyderabad: ~8,000+ NRI returnees. Jubilee Hills, Banjara Hills, Gachibowli all have NRI populations.
- Goa: ~2,000+ NRI + expat returnees. Mapusa, Aldona, Anjuna, Siolim, Calangute (north Goa) and Loutolim, Margao (south Goa).
- Kerala: ~5,000+ NRI returnees across the state, mostly returning to home district. Kochi (Marine Drive, Kakkanad), Trivandrum, Calicut, Kottayam, Thrissur are the main cities.
- Chennai: ~3,000+ NRI returnees. Boat Club, Poes Garden, RA Puram, Adyar, Besant Nagar are NRI-dense.
- Dehradun: ~500+ NRI returnees. Rajpur Road, Mussoorie bypass area. Smaller community.
- Indore: ~200+ NRI returnees. Vijay Nagar, Palasia. Smallest of the 10 cities for NRI density.
- Mysore: ~500+ NRI returnees. Vijayanagar, Gokulam, Jayalakshmipuram. Small but established.

5 common city-choice mistakes
- Picking a city without visiting in your retirement season. Hyderabad in May is 42°C and humid; not what you'd expect from "year-round pleasant." Visit in the worst month before committing.
- Picking based on first NRI friend's recommendation alone. Their retirement priorities (climate, community, cost) are not yours. Use the matrix above as the first filter, then visit 2-3 cities.
- Choosing senior living community before healthcare network. The senior living decision comes after the city decision. Reversing the order is the #1 cause of "stuck in wrong city" retirements.
- Ignoring airport access. If you have US / UK family visiting 2-3 times a year, direct-flight cities (Bengaluru, Hyderabad, Chennai, Mumbai) save 6-10 hours of connecting flights each way and INR 30,000-80,000 per trip.
- Not checking NRI community density in target neighbourhood. A "good" city can still have a thin NRI community in the specific neighbourhood you choose. Visit the specific neighbourhood, not just the city.
Your next 3 actions
- This week: Score each of the 10 cities on the 6 filters (cost, climate, healthcare, community, airport, English) from 1-5. The top 2-3 scores are your shortlist.
- Next 3 months: Visit each shortlisted city for 2-4 weeks. Stay in a serviced apartment in 2-3 candidate neighbourhoods. Visit at least one hospital, one grocery store, and one senior community (if relevant). Talk to at least 5 NRI returnees already living there.
- Next 6 months: Shortlist to 1 city + 2 neighbourhoods. Decide rent vs buy. Get a short-term rental for 6-12 months before committing to a long-term lease or purchase.
